PASTRM PRC: Submit Interface Streamline Process PA Streamline Manager Finishes With Error "Concurrent program returned no reason for failure." (Doc ID 2741830.1)

Symptoms

The concurrent manager "PA Streamline Manager" is setup to run the "PASTRM PRC: Submit Interface Streamline Processes" process with XRXI Billing parameter.
After the job starts the process fails with following:

 

The request log shows no error for process, PASTRM: PRC: Submit Interface Streamline Processes

The following is an extract from the concurrent manager log:

Process monitor session started : 02-DEC-2020 08:43:52
02-DEC-2020 08:43:53 - Killing database session for request xxxx
02-DEC-2020 08:43:53 - Request xxxx session killed or no longer exists
Found running request xxxx attached to dead manager process.
