When attempting to run the following SQL statement for Post Upgrade steps:
STEPS

The issue can be reproduced at will with the following steps:
1. Run the following statement:
SQL> exec icx_cat_sqe_pvt.sync_sqes_for_all_zones;
BEGIN
icx_cat_sqe_pvt.sync_sqes_for_all_zones;
END;
2. The script completes in the reported error
