After applying Patch 31171542:R12.FND.C GLOOAP fails relink.

The following error is seen in the relink log:
/u01/install/APPS/fs1/EBSapps/appl/gl/12.0.0/lib/glooap.o:(.bss+0x4): first defined here
collect2: error: ld returned 1 exit status
make: *** [/u01/install/APPS/fs1/EBSapps/appl/gl/12.0.0/bin/GLOOAP] Error 1

Manual relink with force fails with the same error:
adrelink.sh force=y "GL GLOOAP"

Checking for file version using:
- cd $GL_TOP/bin
- strings -a GLOOAP | grep '$Header'

Returns no records, the GLOOAP cannot be located in $GL_TOP/bin.
