When using the Copy To function to create a new project, after entering the Quick Entry information and clicking Okay, the user encounters the below form error;

API: PA_PROJ_TASK_STRUC_PUB.COPY_STRUCTURE SQL ERROR Message: ORA-00001: UNIQUE CONSTRAINT (PA.PA_PROJ_ELEMENTS_U1) VIOLATED

This error happens when copying from a specific project template or any project that used the project template.

Steps to Reproduce:
> Open Projects form
> Select Templates
> Select a project template
> Select Copy To... button.
> Enter project information. Results in the above error.
