EBS Upgrade fails with WLSTException No Element JDBCSystemResource Is Found (Doc ID 2744240.1)

Symptoms

On : 12.2 version, Weblogic Server

During process of upgrading EBS from 12.1.3 to 12.2.10, getting the next Weblogic error

The issue can be reproduced with the following steps:

1-Following
  Oracle E-Business Suite Release 12.2.10 Readme (Doc ID 2666934.1)
  Section 6: Apply the Latest AD and TXK Delta Release Update Packs
  Follow the instructions to apply the required codelevel of AD and TXK for your system.
2-Then following
  Applying the Latest AD and TXK Release Update Packs to Oracle E-Business Suite Release 12.2 (Doc ID 1617461.1)
  Section 5: Update Database Tier to Latest Code
  3.Run AutoConfig on the run file system.
Autoconfig shows the error
