Procurement Tab Is Not Displayed In Self-Service (Doc ID 2745225.1)

Symptoms

After the upgrade from 12.1.3 to 12.2.9, users are not able to view the Procurement tab in self-service.

Steps to reproduce

Using a Projects responsibility navigate to > Project Delivery > Search Project
Open a project.
The Procurement tab is missing.

The following tabs should be displayed:

Project
Resources
Workplan
Control
Financial
Reporting
Procurement
