Symptoms
Actual Behavior:
The setting of Shippable Flag in the Manage Layout of Ship Unit doesn't work properly
Expected Behavior:
Shippable flag should be unchecked by default.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a Custom Manager Layout with shippable flag unchecked
2. Create an Order base and Add the Ship Unit
3. Shippable flag is set as checked
