Symptoms

On : 12.2.9 version,

When attempting to input special characters from languages like Chinese, Brazilian Portuguese, Germany etc,  in item description of iProcurement module, since patches were applied, the characters change to unreadable ones.

Also, there is error when add one or more attachments to the Purchase Requisition (PR) when saving or submitting it. Getting error message while doing any transaction but after refreshing multiple times it works.

  - The referring page may have come from a previous session. Please select Home to proceed


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In non catalog request page, fill item description with Chinese characters.

2. After selecting the category, or unit of measure, or supplier name from LOV or other field from LOV,
     item description will become invalid(some special characters.

3. Also when user tries to add another attachment and when saving or submit the PR there will be another error as below:

  You are trying to access a page that is no longer active
  - The referring page may have come from a previous session. Please select Home to proceed
