Symptoms

Problem Statement:

When attempting to update a balancing segment of element links using PAY_ELEMENT_LINK_api.update_element_link, error occurs if NULL value is passed to a segment that has mandatory(required) field in Flexfield definition.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Try to update segment one of balancing segments using API PAY_ELEMENT_LINK_api.update_element_link
2. Error occur
