A third party application uses the seeded API PA_PROJECT_PUB.apply_lp_prog_on_cwv to update apply progress.

Tasks exist on fully shared non-versioned structures and the progress is being collected via the API.

When saving progress against the workplan using the API is when the performance issue is encountered.
