ACTUAL BEHAVIOR

Currently system is considering the DEFAULT_EFFECTIVE_DATE for Transaction Date Tag of GL Journals data which is inconsistent with Posted Date for GL Date tag

EXPECTED BEHAVIOR
-----------------------
Expect that system should consider CREATION_DATE of the GL Journals.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Payments against an invoice.
2. Run the "CLE:Generate SAFT-PT Audit File XML" program.
3. Review the output and notice that value in Transaction Date tag is incorrect.
