ACTUAL BEHAVIOR

After July 2020 CPU and JWS patches it takes several minutes to open the forms screen
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into EBS
2. Open any forms
3. Forms windows takes several minutes to open
Changes
Applied July 2020 CPU patches
Applied JWS patches but did not enable JWS
