Control Purchasing Period Status displays incorrect value on refresh

Symptoms
Control Purchasing Period status issue after refreshing or re-requesting the page:
When a user opens a purchasing period and then opens the form again within the same session,
either by refreshing the page or requesting the page from java forms, the value will report incorrectly
as 'Never Opened' or 'Closed', when the expected value is 'Open'.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Res: Purchasing
2. (N) -> Setup -> Financials -> Accounting -> Control Purchasing Period
3. Open a purchasing period
4. Close all tabs except the main tab and close java forms.
5. Launch forms and load the page. The value presented is "Closed" and the DB value is "P", which is incorrect.
