iProcurement View Shopping Cart Error : You Have Encountered An Unexpected Error (Doc ID 2753606.1)

Symptoms

In Oracle iProcurement, Release 12.2.9:
After upgrade from 12.1.3 to 12.2.9, when viewing Shopping Cart and then clicking submit, JBO error occurs

STEPS

The issue can be reproduced at will with the following steps:
1. iProcurement > Shop > Stores > Shop "Some IP Store"
2. Shop for item and Add To Cart
3. Click View Cart and Checkout
4. In Shopping Cart popup click Submit
5. Application Errors
