BWC Communicate PO Fails to Notify the Supplier via Email When Archive On = Transmission (Doc ID 2755415.1)

On : 12.2.9 version, Approvals - Req, PO

ACTUAL BEHAVIOR
---------------
In BWC, communicate POs via Email fails to notify the supplier and to create archived PO version (in po_headers_archive_all) when Archive On = Trasmission for the document type.

WFStat shows that EMAIL_PO_NEW / DOES_USER_WANT_DOC_EMAILED validation failed (resulted in N).

EXPECTED BEHAVIOR

Document should be communicated to the supplier and archived when BWC Communicate with Email action is performed

Steps to Reproduce:
-----------------------
The issue can be reproduced at will with the following steps:
 1.  In Purchasing Options, uncheck 'automatically notify supplier'
 2.  For the document type in question, set archive on 'Transmission'
 3.  Create a po, with all communication methods unchecked and approve it
 4.  Notice that:
         a. No archive record created
         b. PO is not communicated (no email to supplier)
 5.  Now communicate the PO either via
       - PO Summary Form > Tools-> Communicate > Choose Email > Enter email address
            or
       - BWC > Orders Page > In ‘Select Order’ Field select COMMUNICATE from the drop down menu
 6.  Notice that:
         a. No archive record created
         b. PO is not communicated (no email to supplier)
         c. No communication to iSupplier either
