Symptoms

On : 12.1.3 version, RAC/DCP issues

The customer is manually bringing down one of the database RAC nodes to test the failover capability between Concurrent Manager (CM) nodes when one RAC node goes down. However, Concurrent Managers do not failover to another node when one of the RAC-nodes goes down. The Internal Concurrent Manager (ICM) log shows the following error:

The <NODE_NAME> internal concurrent manager has terminated with status 1 - giving up.
<DIRECTORY>/appltop/fnd/12.0.0/bin/reviver.sh: line 203: <DIRECTORY>/inst/apps/<INSTANCE_NAME>/pids/appl/reviver.sh_<instance_name>.pid: No such file or directory


Steps to reproduce the issue:

The issue can be reproduced at will with the following steps:
1. Bring down one database RAC node.
2. When one of the RAC nodes goes down, concurrent manager including ICM, Custom manager, Standard Manager gets down and will not come up until the database instance is started.
