Symptoms
When user is trying to import transactions, Transaction Import ends in error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Project responsibility.
2. Run PRC: Transaction Import request.
3. Navigate to Expenditures > Transaction Import > Review Transaction
4. Review the error.
