WebADI Excel Upload Error Method 'Run' of object '_Application' failed (Doc ID 2760701.1)

Symptoms

Attempting to upload any WebADI template using Excel and Excel is generating the following error:

Run-time error '-2147217400 (80041008)':
Method 'Run' of object '_Application' failed

This issue is specific to a single user, other users can upload templates without this error.
All users have the same version of Windows, Excel and Internet Explorer configured the same.

Steps to Reproduce the issue:
1) Generate a new template via Desktop Integrator responsibility or use a previously saved template.
2) Enter data in to the template.
3) Submit the template for upload:
    a. From the Excel template select the menu item - Add-ins.
    b. Select Oracle.
    c. Select Upload.
    d. Choose the Upload Parameters and select the Upload button.
    e. The error is now displayed.

Solution from Note - WebAdi "run-time Error '-2147221020 (800401e4)': Method 'Run" Of Object '_Application' Failed (Doc ID 2318443.1)
has been applied and has not resolved the error.

Changes

 New setup, not used in the past.
