SLIN Disappeared From Award When Distribution Was Unlinked (Doc ID 2763048.1)

When the users unlinked a distribution tied to a requisition that was a line type of SLIN-a funded SLIN, the funded SLIN disappeared from award and the user was able to re-enter the same number on a new modification.

Users would previously receive an error that the number being used must be unique.

 Steps to Reproduce

The issue can be reproduced at will with the following steps:

• Create a requisition with an SLIN - autocreate the Award from the requisition
• Users then create a Modification,
• Go to the distribution and unlink the requisition and delete the distribution - the Funded SLIN line disappears
• Users then re-enter a new SLIN on the Modification-and can use the same number

Previously, using the same number would cause an error
