After Oct2020 CPU, Status Monitor Diagram Not Showing In Workflow Administrator (Doc ID 2764381.1)

Symptoms

After applying OCT2020 CPU, Status monitor diagram fails with error

Applet window launches but has error.

Java console shows following error:

java.lang.NullPointerException
at oracle.apps.fnd.wf.WFResourceManager.loadResources(WFResourceManager.java:183)
at oracle.apps.fnd.wf.WFContext.<init>(WFContext.java:109)
at oracle.apps.fnd.wf.Monitor.init(Monitor.java:317)
at com.sun.deploy.uitoolkit.impl.awt.AWTAppletAdapter.init(Unknown Source)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
System Administrator---> Workflow-----Administrator Workflow-->Status monitor

Choose workflow item And click on "GO"
