Symptoms

When running the PRC: Refresh Project Summary Amounts program the following behavior occurs:

ACTUAL BEHAVIOR
---------------
it runs for 2 - 3 days and is still running

EXPECTED BEHAVIOR
-----------------------
it should complete in a short amount of time

STEPS
--------------
The issue can be reproduced at will with the following steps:
1. Projects responsibility > submit request
2. Run PRC: Refresh Project Summary Amounts with the parameters:

p_debug_mode='N'
p_project_type=<>
P_GEN_REP='N'
p_num_batch_size='200000'
p_num_parallel_runs='4'
