Why do the rate fields in the Project Type Billing Information List of Values not have any values available?

Log into a Project Costing Responsibility

Navigate to Setup > Projects> Project Types

Click on the Billing Information Tab

Under Labor or Non Labor rate schedules, the List of Values (LOV) for Employee, Job, Organization, or Schedule is empty and will not allow a value to be entered.
