Why Does OPM Accounting Pre-Processor Give "No resource cost..." Errors For Cancelled Batches, and Can We Stop These Errors? (Doc ID 2765871.1)

Goal

Two batches were created with resources that should not have been used in the batch organization. The batches were cancelled, but the OPM Pre-Processor (OPP) gives errors about them:
No resource cost for Org: <Org Code>, Resource: <Resource Name>, Date: <Transaction Date>, Cost type: STD

Since the batches are Cancelled, why are these being picked up? How can we get rid of these errors?
