R12: IBY: PPR Build Finished In Error IBY_DOC_INV_CROSSBORDER_PMT And ORA-06502 When Using German Language (Doc ID 2766020.1)

Symptoms

PPR Finished in error at the Build stage with below error:

SQLERRM: User-Defined Exception
Fehler im Erstellungsprogramm: Bei der Validierung der Zahlungsbelege der angegebenen Zahlungsserviceanforderung ist eine Ausnahme aufgetreten.


Build concurrent Log shows the following Errors.

IBY_VALIDATIONSETS_PUB.applyDocumentValidationSets: Failing document id: 3554635. The payee bank account is set up to allow domestic payments only. The internal bank account used to pay this document will result in an international payment to this payee bank account.

Transaction status: REJECTED

Error message derived from error code: Das Bankkonto des Zahlungsempfängers ist lediglich für die Unterstützung von Inlandszahlungen eingerichtet.
Das interne Bankkonto, das für die Bezahlung dieses Belegs verwendet wurde, wird eine internationale Zahlung auf dieses Bankkonto des Zahlungsempfängers verursachen.

The issue ONLY reproduces when the user logs into the application using German language (Language_Code = D).

If user logs into application using Language English, the error IBY_DOC_INV_CROSSBORDER_PMT still occurs but the ORA-6502 DOES NOT occur.
