ACTUAL BEHAVIOR
---------------
GME_API_PUB.Create_Material_Txn API allows you to create transactions in a batch that has been Cancelled, as well as one that is Pending.
EXPECTED BEHAVIOR
-----------------------
Expect the API to not allow transactions to be created in Cancelled, Pending, or Closed batches, only WIP or Completed batches.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create (Production Supervisor > Create Document) and then Cancel a batch (Production Supervisor > Batch Details > Actions > Cancel).
2. Run the Create_Material_Txn API
