Symptoms

In Oracle iProcurement, with Oracle Approval Management Engine (AME) enabled, Release 12.1.3 and later, an error occurs for some users when trying to complete and submit a requisition.
Due to this issue, some users cannot complete create the requisitions and submit for approval.

Error
Approval List could not be generated. Please contact your System Administrator to review AME rules setup.

You do not have the authority to approve this requisition and an Approval List was not created automatically. Please contact your System Administrator.



Steps To Reproduce

The issue can be reproduced at will with the following steps:

1. Log in to Oracle Applications.

2. Navigate to an iProcurement responsibility > iProcurement Home Page > Shop tab > Non-Catalog Request subtab.

3. Add a non-catalog item to cart.

4. View Cart and Checkout.

5. On the Shopping Cart page, the item shows in the cart. Click the Checkout button.

6. On the Checkout: Requisition Information page (Step 1 of 3), click the Next button.

7. On the Checkout: Approvals and Notes page (Step 2 of 3), an error message is displayed:
  Error
  Approval List could not be generated. Please contact your System Administrator to review AME rules setup.

8. Also, the page shows the following message in the approval list graphical region, and no document approvers are displayed.
  Approval List could not be generated

9. Click the Next button and another error appears:
  Error
  You do not have the authority to approve this requisition and an Approval List was not created automatically. Please contact your System Administrator.
