Symptoms

When user receive a notification for a pending change.
And then user click on the View pending change request link in the email and it opens with error You have insufficient privileges for the current operation

ERROR
"You Have Insufficient Privileges for the Current Operation"

STEPS
The issue can be reproduced at will with the following steps:

1. create change request
2. submit for approval
3. receive the notification mail
4. try to open from the link
5. show the error
