Symptoms

ACTUAL BEHAVIOR
---------------
When attempting to change the vendor detail via amend system is not validating vendor site

EXPECTED BEHAVIOR
-----------------------
If changing vendor details vendor site attached to the vendor should get validated with the new vendor attached

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On a Finalized lease
2. Query the lease
3. Amend lease and change vendor name and tab to vendor site
