Invalid Objects and Error in Service GenerationWrapper Procedure after DB Upgrade to 19c (Doc ID 2768466.1)

Symptoms

R12.1: ISG Deployment issue after DB upgrade to 19.8 from 11gR2

Few ISG objects are INVALID after we database upgrade to 19c

ISG_AR_INV_CREATE11806698 PACKAGE APPS
ISG_AR_INV_CREATE11806698 PACKAGE BODY APPS
ISG_WSH_DE_CREATE4876365 PACKAGE BODY APPS

Also deploying web services results in error- log files shows the following error:
Fri Apr 09 22:18:15 GST 2021 : oracle.apps.fnd.soa.provider.util.IRepAccess.setDeployFlag : Deploy Flag set for baseClassId = 3496
Fri Apr 09 22:18:15 GST 2021 : oracle.apps.fnd.soa.util.SOAException.logException : oracle.apps.fnd.soa.util.SOAException: ServiceGenerationError: Error in Service GenerationWrapper Procedure :ISG_WSH_TR_CREATE10756396.WSH_TRIPS_PUB$CREATE_UPDATE_Tcould not be found in database!!
