Link of 'Update Standard Purchase Order' is NOT available in 'Manage Tax' page

Reproducible Steps
++++++++++++++++
1. Purchasing responsibility
2. Navigation = Buyer Work Center > Orders
3. Search for any PO
4. 'Select Order:' = Update + GO
5. 'Actions' = Manage Tax + GO
6. The Link 'Orders > Update Standard Purchase Order > ' which is available in previous releases is not available

Upgraded from 12.2.9 to 12.2.10
