Symptoms

On : 12.2.8 version, OTL Setup

Transferring time from OTL to BEE fails
OTLR is set to yes with earnings policy and rotation plan assigned.

 "Block does not meet Retrieval Preference for this process"




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. OTL Administrator > submit process Transfer time from OTL to BEE
2. process errors and timecards are not transferred.
