PAXTRAPE: Job Billing Title is not Populated on Expenditure Items in the Expenditure Inquiry when Using a Job Assignment Override. (Doc ID 2769402.1)

Symptoms

When employees have a job assignment override assigned to them, the 'Job Billing Title' is null for an item charged by that employee in the Expenditure Inquiry form.

Steps to Reproduce:

1.  Navigate:  Project Costing Super User | Project | Query the project and in the Project Options navigate 'Bill Rates and Discount Overrides' | 'Job Assignment Overrides'.  Add an override

2.  Navigate Expenditures | Expenditure Inquiry | Project => Query the project

3.  Add the field 'Job Billing Title' to the form (Folder drop down menu | Show Field)

4.  Note that this field is null for many items or it is populated with the job assigned to the employees' assignment.  But the job assigned in the 'Job Assignment Override' above is not given as expected.
