When Trying to Unrelease Batches, Get Error: "Locator Is Not Valid. Please re-enter"

Symptoms
On : 12.2.9 version, Batches
When attempting to Unrelease a few parent batches,
the following error occurs.
ERROR
-----------------------
Locator is not valid. Please re-enter.
The transactions appear to have a locator that does not exist under the subinventory used on the transactions.
Customer is not sure how the invalid subinventory and locator transactions were allowed in the first place but at this point,
if they try to correct these transactions by changing the locator to a valid one under the subinventory they get the same error.
STEPS

The issue can be reproduced at will with the following steps:
1. Production Supervisor > Batch Details > Actions > Unrelease

The issue has the following business impact:
Due to this issue, users cannot Unrelease and Cancel the batches.
