Proxy Assignment Issues Caused By SSO User Is Not Validated (Doc ID 2769579.1)

Symptoms

> Error message when trying to update user under Manage Proxies
   "You are trying to update an inactive user. Changes cannot be made."

> Also, in Manage Proxies – the user is not showing an End Date 

> fnd_user_pkg.is_user_active showing ‘false’ when user is active
   This is an SSO user – but the user is not being validated

> For the USER (user level) profile option - APPS_SSO to SSWA and APPS_SSO_LDAP_SYNC is set to N

   At the site level, 'Applications SSO Login Types' is set to Both.
