Unable To Connect To Supplier Punchout: Access Denied (Doc ID 2770921.1)

Symptoms

On : 12.1.3 version, Punchout to Supplier or hub

When attempting to do supplier punchout
the following error occurs.

ERROR

The connection to the supplier website cannot be established.
Hide technical details of this error
Error Code: 201 Unable To Reach Supplier Site
Unable to send the Login Request XML.

The issue can be reproduced at will with the following steps:
1. Navigate to iProcurement
2. Do supplier punchout
3. Gets the above error
