19c database upgrade failed with error that wf_wl_config_types does not exist (Doc ID 2771461.1)

Symptoms

After 19c database upgrade,  the following warning and error is encountered.

wf_wl_config_types should exist.

 

Changes

 Database upgrade to 19c. Before 19c, parsing errors were not reported in database alert.log
