Error "Open ASN Exists Against This Shipment" When Trying to Cancel PO Even Though the ASN Was Returned (Doc ID 2771508.1)

Symptoms

While attempting to cancel a PO shipment having an ASN received and then returned, the following error occurs.

Error
Open ASN exists against this shipment.

Steps
1. Create a PO
2. The supplier creates the ASN for a PO
3. Receive the ASN
4. Return the receipt
5. Attempt to cancel the PO, error occurs
6. After applying the patch 29170803:R12.PO.D, above error is not occurring anymore for new POs
