Some requisitions are not generated into purchase order by CREATEPO Workflow.
Requisition Line does have valid CONTRACT_ID populated.

Workflow Status for CREATEPO Shows:

Reproducing Steps:

1) create Requisition.

2) make sure requisition is linked to Contract

3) approve requisition

4) CREATEPO workflow gets kicked out
