Elements are not Prorated When an Update is Made in the Middle of the Period (Doc ID 2773915.1)

Symptoms

An element has been created and setup for proration on the Element Description Proration tab.  After payroll or QuickPay has been processed, run results show that mid-period changes to the element entry are not resulting in proration as expected. It is paying the full amount as of the date earned in the period.

STEPS

The issue can be reproduced at will with the following steps:
From HRMS Manager reponsibility:

1. Create new element and set it up for proration.  Navigation: Total Compensation > Basic > Element Description > Proration tab
2. Create an element entry for the new element for an assignment.  Navigation: FastPath > Entries
3. Update the element entry with a new value mid-period.
4. Run Payroll process or QuickPay and find that the element is not prorated and paying full amount as of the date earned.
