When attempting to run the Program: Journal Import (GLLEZL) ,following errors occurs in the log file

ORA-01000: maximum open cursors exceeded
ORA-06512: at "APPS.WF_EVENT"
ORACLE error 1000 in AFPRSR-Resubmit_Time
Cause: AFPRSR-Resubmit_Time failed due to ORA-01000: maximum open cursors exceeded
The SQL statement being executed at the time of the error was: begin fnd_file.close; end;
Program exited with status 1

Steps to reproduce the issue
1. Log into subledger responsibility
2. Navigate to submit new request
3. Run the program create accounting with Final option
4. Journal import triggered by create accounting fails with error
