After applying patch 31911970:R12.PA.C for G-Invoicing 2 packages are failing to compile.

PLS-00201: identifier 'ECC_SEC_FIELD_VALUES' must be declared

Step to Reproduce:
Apply Patch 31911970 in a patching cycle without having ECC installed.
Then proceed to run cut-over after the finalize phase.
Cut-over will fail because of the two packages that are not compiling.
