How to Default Notification Email Style in Preferences?

When new users (iProcurement, Sourcing, iExpenses, etc) are being created in the system, the Notification email style option is disabled by default. This requires to manually log into Preferences menu setting and scroll down to bottom to Notifications region and set the Email Style.
Is there any way to set this so that it will enable by default?
Steps To Reproduce
1. Log into self service web page in EBS applications
2. Click on Preferences on menu > General
3. Scroll down to bottom of preferences
4. Locate Notifications region and note Email Style LOV
