Symptoms

A funding agreement was entered with a USD currency code. The budgets were then submitted and baselined.  The funding agreement was entered with an incorrect currency code. The user attempted to delete the funding agreement but cannot delete it.  The user is able to delete the budget lines, but the funding agreement still cannot be deleted.
