Symptoms
On : 12.1.3 version, Purchase Order
While trying to attach a long texted formatted attachment to a PO, the following error appears:

Error updateing log test attchment IN PO it gives error ORA-04045 errors during recompilation/revalidation of package and this issue is happing on table FND_DOCUMENTS_LONG_TEXT and trigger FND_DOCUMENTS_LT_PO_UBR and FND_DOCUMENTS_LT_PO_UAS
ORA-25006: Can not specify this colunm in UPDATE OF Claue and column name is Long_TEXT.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to Purchasing Respsonbility
2. Go to Purchase Order Summary
3. Open the PO
4. Go to attachments of PO
5. Attempt to attach a long text formatted attachment
6. Get the error
