Symptoms
On : 12.0.4 version, Auction/RFx creation
When attempting to Create Purchase Order,
the following error occurs.

1. Go to Sourcing Super User responsibility
2. Choose RFQ 99999
3. Choose action Create Purchase Order
4. Click Allocation Summary
5. Error is shown
