Work Confirmations Not Processing With Error RCV-856 Error: Derive_Vendor_RCV_Line_Qty-098 (Doc ID 2778341.1)

Symptoms

On : 12.2.7 version, Receiving Related

When attempting to process Work Confirmation - WC, randomly,
the following error occurs.

ERROR

RCV-856 999999 INTERFACE_TRANSACTION_ID "Error: derive_vendor_rcv_line_qty-098: 1

Cause: A SQL error has occurred in derive_vendor_rcv_line_qty. The SQL error is User-Defined Exception.

Action: Take note of both this error number and the actions you were trying to perform. Contact your system administrator for further assistance."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Purchasing responsibility > Buyer Work Center >Orders 
2. Search a complex PO 
3. Create a WC
4. Approve
5. Run RTP (Receiving Transaction Processor) concurrent request
