ACTUAL BEHAVIOR

When user changes the Number format in Preferences page in Settings,
and tries to view On hand information they get the below errors
ORA-01403 no data found.
Press details and see FRM-40735 WHEN-NEW-FORM-INSTANCE trigger raised unhandled exception ORA-06502.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Settings Icon > Preferences> Change the Number format to 10'000, and save
2. Go to Inventory > On-hand, Availability > On-hand Quantity
3.Get error ORA-01403 no data found.
4. Press details and see FRM-40735 WHEN-NEW-FORM-INSTANCE trigger raised unhandled exception ORA-06502.
Changes
Issue happens when validating release name on the form when user has number format 10 000,00 or 10.000,00.
