When running PAGCAE: PRC: Generate Cost Accounting Events the Generate Cost Accounting Events Exception Report displays the expenditure items with the
following rejection reason:

Rejection Reason : Original transaction is not accounted i

Each of the cost distribution lines have a transfer_rejection_reason = Original transaction is not accounted in final mode

Steps to reproduce:
1. Using a Projects responsibility, navigate to Other-->Requests-->Run
2. Select Name = PRC: Generate Cost Accounting Events and Submit
