R12.2.10 - Auto Associate Serial Numbers in WIP had Changed from At Create to At Release (Doc ID 2781063.1)

Symptoms

In R 12.2.6 - Implementation Release Notes , it stated :

For Auto Associate Serial Numbers, a new parameter was introduced:
Parameter Name : Auto Associate Serial Numbers
These are the options:This parameter determines if serial numbers are
automatically generated and associated with a job when a job is created and
released. Choices are:

  Value = On Job Release: Serial numbers are automatically generated and
associated with a job when it is released.

  Never = Serial numbers are not automatically generated and associated
with a
  job at release. Use parameter Auto Reserve Serial Numbers on Job
Completion
  for another option for associating serial numbers.

For R 12.2.10 install that changed was enforced.

But this does not comply with customer's business requirement.

Customer preference would be to have the original parameter as an option that
performed the auto-associate at create prior to discrete job release. This
was available in the R 12.1.3 release and was executed during the WIP mass
load originating from the planners workbench in ASCP. It was a perfect
solution for their needs.

 Understood the value to the change Oracle had made to at release, but it
does not fit their business requirements.
 It must be able to generate and assign the serials prior to releasing
Discrete Jobs in WIP due to need for clean ECO application.
