In The Expenditure Inquiry Form (PAXTRAPE.fmb):

Unable to edit Expenditure Items Descriptive Flexfields (DFF), even for un-costed transactions.

Projects responsibility:
1. Navigate: Expenditures >> Expenditure Inquiry >> Project
2. Query expenditure items for 1 particular project.
3. In the Project Expenditure Items screen:
Click on the DFF field. This pops up the Expenditure Items DFF screen.
This screen is grayed out and not updateable.

Verified that:
-The Expenditure Item DFF is enabled:
Setup >> Flexfields >> Descriptive >> Segments
Application = Projects
Title = Expenditure Items
The "Global Data Elements" is enabled.

-The below profile options are set to 'YES' at the User level:
"PA: Cross Project User -- Update"
"PA: Cross Project User -- View"
